Nababahala si Department of National Defense (DND) Secretary Carlito Galvez Jr. kaugnay sa pagpapatupad sa bagong batas na magbibigay sa mga senior military officials ng Armed Forces of the Philippines (AFP) ng fixed tour-of-duty.
Giit ni Galvez, may ilang probisyon umano dito na magbibigay ng problema na maaring magdulot sa stagnation sa promotion system ng mga opisyal at demoralization sa mga tropa.
Para sa DND chief, hindi pa napapanahon ang pagpapatupad sa Republic Act 11709 at kailangan umanong baguhin ang bagong legislation.
Ang batas na nilagdaan ni dating Pangulong Rodrigo Duterte noong July 1, 2022 ay nagtatakda para sa three-year term para sa AFP chief of staff, vice chief of staff, at deputy chief of staff; commanders ng major services gaya ng commanding generals ng Philippine Army at Philippine Air Force, at flag officer in command ng Philippine Navy.
Itinatakda rin dito ang tatlong taon na tour of duty ng mga commanders ng unified commands at ng inspector general, maliban kung iteterminate ng pangulo.
