SEVERE WEATHER BULLETIN #28AFOR: SEVERE TROPICAL STORM “#BisingPH” (SURIGAE)TROPICAL CYCLONE: ALERTISSUED AT 5:00 PM, 23 April 2021(Valid for broadcast until the next bulletin to be issued at 11 PM today)”BISING” WEAKENS INTO A SEVERE TROPICAL STORM.Tropical cyclone winds of at least strong breeze to near gale in strength extend outward up to 320 km from the center of the tropical cyclone.

Damaging storm-force winds extend outward up to 170 km from the center of the tropical cyclone.Hazards affecting coastal watersIn the next 24 hours, Severe Tropical Storm “BISING” will bring moderate to rough seas over the northern and eastern seaboards of Northern Luzon and eastern seaboard of Central Luzon (1.5 to 3.7 m). Mariners of small seacrafts are advised not to venture out over these waters. Inexperienced mariners of these vessels should avoid navigating in these conditions.Track and Intensity Outlook•

On the forecast track, Severe Tropical Storm “BISING” will move generally northeastward until tonight before turning east southeastward to eastward on Saturday (24 April) and eastward to east northeastward on Sunday (25 April) morning. “BISING” is forecast to exit the Philippine Area of Responsibility on Saturday late evening or Sunday early morning.

• “BISING” will continue to weaken throughout the remainder of the forecast period. It is forecast to be downgraded to tropical storm category tomorrow before transitioning into an extratropical cyclone outside the PAR on Monday (26 April).Location of eye/center:

• At 4:00 PM today, the center of Severe Tropical Storm “BISING” was estimated based on all available data at 825 km East Northeast of Basco, Batanes (23.1°N, 129.4°E).Strength:

• Maximum sustained winds of 110 km/h near the center and gustiness of up to 135 km/h.Movement:

• Moving Northeastward at 15 km/h.Forecast Positions:

• 24 Hour (Tomorrow afternoon): 1,050 km East Northeast of Extreme Northern Luzon (22.6°N, 131.8°E)• 48 Hour (Sunday afternoon):1,645 km East of Extreme Northern Luzon (OUTSIDE PAR) (22.0°N, 137.7°E)

• 72 Hour (Monday afternoon): 2,690 km East Northeast of Extreme Northern Luzon (OUTSIDE PAR) (26.7°N, 147.5°E)NO TROPICAL CYCLONE WIND SIGNALThe public and the disaster risk reduction and management council concerned are advised to take appropriate actions and watch for the next Severe Weather Bulletin to be issued at 11 PM today.
